We are in a unique moment of opportunity in our state health and long-term care system, due to demographic shifts associated with an aging population, changes in the healthcare system, and a new progressive administration in Springfield. Recognizing that most people in Illinois are uninsured for long-term care and the system and workforce is largely inadequate to meet future needs of Illinois families, there is a need to build a comprehensive vision and strategic campaign to transform the nature of long-term care in Illinois.

The Universal Long Term Care Campaign Director will work with SEIU HCII’s leadership team to develop coalition and public policy efforts to transform our health and long-term care system to ensure quality and access for all. This is a unique opportunity to be part of a great team working to advance health care justice.

Purpose:
The Campaign Director is responsible for leading and developing a multi-year long-term care policy agenda and legislative campaign in collaboration with local union leadership, Political Department and Nursing Home and Home Care divisions. The Campaign Director performs a wide range of duties that include strategic campaign planning, coordinate efforts to improve quality in our home and community based long-term care system, policy development and research, and building coalitions.

Duties and Responsibilities:
The Campaign Director performs a wide range of duties, which may vary according to the needs of the overall program and campaign. Examples of those duties and responsibilities are listed below:

  • Facilitate the creation of a multi-year long-term care policy and legislative agenda.
  • Develop and execute campaign strategy in partnership with other key staff and coalition partners.
  • Direct multi-year public coalition campaign.
  • Supervise and develop staff as needed.
  • Draft research and policy materials, including synthesizing research from other states or academic journals, developing fact sheets and talking points, and writing more in-depth reports on key topics.
  • Build and coordinate among a coalition of interested allies.
  • Build policy understanding and capacity within the local staff.
  • Coordinate public opinion research.
  • Organize campaign events, such as educational briefing, meetings with policymakers.
  • Coordinate media strategy in collaboration with communications staff.
  • Lead, inspire, and motivate others, setting high standards of commitment and approach to the work.
  • Train, develop and mentor organizers and worker-leaders.
  • Build a vision for and drive union priorities at outside community and political tables.
  • Co-own relationships with strategic partner organizations.
  • Assess and recommend capacity-building needs of partner organizers.
  • Assess and recommend opportunities and experiences for staff to be able to develop and to lead to their fullest in the organization.
  • Effectively communicate the Union’s vision and mission.
  • Other duties as assigned.

Scope and Nature of Supervision:
The Campaign Director must be able to organize their time, develop and carry out plans with minimal supervision. They must also be able to receive direction from and interact with their immediate supervisor and other coordinators/directors as needed.

Criteria for Evaluation:
The Campaign Director will be evaluated on their ability and skill to develop and implement a plan to reach the union’s strategic goals. The Campaign Director will also be evaluated on their ability to develop and lead teams of staff and worker-leaders.

Working Conditions:
The Campaign Director may be required to work long and irregular hours and to work on weekends and holidays when necessary. Travel, potentially for extended periods may be required.

Other Expectations:
SEIU HCII management is expected to lead by example. Must be able to work with racially and ethnically diverse staff and workers in both cities and in rural areas. They must be able to respect, learn from, and lead women, people of color and low-wage workers and others. All staff are expected to respect the processes of the organization and to work within the framework of the organization to resolve internal disputes and issues.

Qualifications:
The ideal candidate will demonstrate the following knowledge, skills and qualities:

  • Ability to synthesize data and research, write clearly, and make oral presentations.
  • Ability to develop strong interpersonal relationships, build, and lead coalitions of advocacy organizations.
  • High level of leadership, judgment and ability to manage multi-faceted campaigns and sensitive political situations.
  • Excellent project management skills.
  • Strong analytical and critical thinking skills.
  • Ability to handle multiple priorities, meet established deadlines, and work in a fast- paced environment.
  • Commitment to progressive social change, social, economic and racial justice and high level of dedication to building worker power and transforming our health and long-term care system.
  • Proven ability to effectively lead, inspire, train and develop experienced organizing and policy staff and worker-leaders including the ability to build teams with people from diverse backgrounds.
Candidates with one or more of the following are preferred:
  • Experience building and leading public and/or legislative campaigns.
  • Experience building and leading coalition work.
  • Experience with the state legislative or initiative process and knowledge of strategies and tactics with regard to advancing public policy.
  • Knowledge of/experience with the long-term care industry, Medicaid, and/or health care policy.
  • Experience with community or labor organizing and knowledge of the labor movement and other social justice advocacy groups.
  • Knowledge of organizing practices and principles, including campaign strategy development.
  • Bilingual (English/Spanish or English and another language of the membership) is a plus.
